The white and blue materials are termite barriers.
They are installed in a number of areas of construction. Here they are between concrete slabs to act as a deterrent to termites. The materials contain a termicide. They can also be used as a slip joint between slabs which allows movement between different building elements without causing structural problems. They need to be installed by licensed pest controllers and certified to AS3660.1.

For those with a keen eye did you notice the steel reinforcement in the slab needs to be cut back along the edge of the slab to maintain adequate concrete cover? We did. We requested the builder to rectify it before pouring concrete.
